Herring Gull

These two first-winters are fairly typical argentatus, with medium dark and heavily streaked heads. The bird in front seems to have moulted both mantle and scapulars into complete first-winter plumage, while the one in the background have mostly juvenile scapulars with only a couple molted to first-winter type, recognizable by the typical dark anchors on the otherwise buffish feathers. The greater coverts on the bird in front are not typical, nor is it unusual - but the outer greater coverts are darker and less patterned than average.
